Counter Offer for Resigning Staff
As I am new in HR. Would like your advice if we need to issue a letter of offer to staff who are resigning and we counter offer him a new remuneration package. The remuneration package will only kick off in Jan 2019.

You can give a memorandum but it depends on the nature of this adjustment.
It’s effective Jan 2019 as it’s your company’s annual increment effective date? If yes, it should then be an annual increment letter in due time to come. This should be the same as all other employees.
If it’s a special adjustment or market adjustment that’s one off and only for this individual then it’s good to keep to a memorandum.
