Government Paid Childcare Leave

Hi HR Practitioners
Would appreciate if you can share how you check on the childcare leave application for new hire.
For eligible employees, under the MOM, they will get 6 days per year of childcare leave until the youngest child turn 7 years old, capped at 42 days. If the employees’ youngest child is born in 01 August 2013, employee can decide to start their childcare leave either in 2013 or 2014.
If Start in 2013, last Year to be taken in 2019
If Start in 2014, last Year to be taken in 2020
Assuming the employee has two children and the youngest is born on 01 Aug 2011, join us this year 2018. How do we confirm whether he / she is eligible for the 6 days of childcare leave till 2019 or 2020.
The pro-family leave website did have record of claim for the past few years but he has another older child. And the employee also cannot remember as he has been changing employment for the past years.
Would appreciate your advice.
