Paying Severance in Hong Kong

I understand that under Hong Kong Law there is a severance payment to be made to the staff who have worked more than 24 months in the company and are being dismissed due to redundancy.

Can the company issue a conditional notification of employment cessation by giving a 3-month notice (according to their employment contract) to the affected staff due to financial affordability?

In this case, is the company still expected to pay the affected staff the severance pay?
