Introduction

Payroll administration covers all the tasks involved in paying an organisation’s employees. It includes keeping track of days and hours worked, making sure employees receive the right pay, calculating the legislated contributions employees must make (such as Central Provident Fund, ethnic and skills development funds), and ensuring that taxes due by employees are properly withheld and processed.

Payroll is an important function, and HR and payroll staff must be competent in it. Employees expect to be paid on time and according to the terms of their contract of employment; it is inexcusable and unprofessional if HR fails to deliver this. HR and payroll professionals must also stay on top of the legislative requirements and market trends that affect payroll.

As organisations in Singapore continue to embrace digital transformation, payroll professionals who combine compliance expertise with AI-driven tools will be best positioned to succeed, with stronger career progression. This workshop covers essential payroll knowledge, all related legislative requirements, the latest trends and market practices, outsourcing payroll, and emerging AI capabilities that improve payroll efficiency, accuracy and reporting.

Why payroll compliance matters to HR now

  • A higher CPF ceiling. The monthly Ordinary Wage ceiling has been S$8,000 since 1 January 2026, up from S$7,400.
  • Bonuses have their own ceiling. The Additional Wage ceiling is S$102,000 less the Ordinary Wages subject to CPF for the year. The CPF Annual Limit remains S$37,740.
  • Senior worker rates rise again. Rates for employees above 55 to 65 rose on 1 January 2026. The totals are now 34 per cent for above 55 to 60 and 25 per cent for above 60 to 65. They rise again for wages earned from 1 January 2027, to 35.5 per cent and 26 per cent. The government will provide a CPF Transition Offset for part of employers’ higher 2027 contributions.
  • Payslips have a deadline. Employers must give itemised payslips to employees covered by the Employment Act together with payment, or within three working days. They must also keep a record of payslips issued.
  • New wage guidelines start on 1 December 2026. The National Wages Council guidelines run to 30 November 2027 and apply to all employees. For lower-wage workers earning up to S$2,800 a month, they recommend built-in increases of 6.0 to 8.0 per cent, or a minimum dollar amount, depending on how the employer has performed.
