This competency-based certification trains and certifies participants who perform hiring, recruitment and staffing tasks, formulate staffing strategies and resolve staffing issues.


This Certified Human Resources Specialist (Recruitment) course consists of five modules (7 days) and is designed to train and certify participants who need to perform various recruitment, staffing and placement activities, formulate recruitment strategies and resolve staffing issues.

As the CHRS® (Recruitment) course covers the major elements of the recruitment function and it is skill based, participants will be certified as a Human Resource Specialist (Recruitment) upon successful completion of the course.

During the training, participants will learn to perform job analysis, evaluate recruitment needs, understand recruitment issues, workplace hiring practices, laws relating to hiring and gain knowledge in effective staffing and recruitment strategies.

Maurice Tan is currently the Managing Director of a consulting firm based in Myanmar which he set up in 2016 focusing on HR services and consultancy to MNCs and local SMEs. Prior to this, Maurice has established himself as a seasoned and strong HR practitioner with more than 30 years of broad-based experience in multi-HR disciplines serving organizations from varied industries.

He has worked with organizations as Head of the HR function responsible for the Asia Pacific region and served as a strategic HR Business Partner to the regional management team. Maurice’s past appointments include careers with iQNECT as Human Resources Director, Advanced Frist Aid Research as Human Resources Director, Tectura Singapore as Human Resources Director, Asia Pacific, and other organizations such as Genesys Conferencing, Sandvik, Cooper Cameron, Molex, etc. His extensive experience covers a variety of industries such as IT, Medical Devices, Engineering, Oil & Gas, FMCG, Electronics, Aerospace, and Construction.

Maurice is well-respected by companies he has worked for being business-focused with high standard and pragmatic approach in his delivery of solutions with consideration to simplicity and cost-effectiveness to achieve positive and sustainable results.

During his past employment, Maurice was an active trainer and has conducted in-house training programs such as Interaction Management, Leadership, Teambuilding, Corporate Governance, Communication, Sales Training, and many more for employees in the company he has worked for. He has also conducted academic programs at a local institute on various Human Resources Management topics such as Compensation & Benefits, Incentives Management, Payroll Administration and Salary Administration.

Maurice holds a Bachelor of Business in Human Resources Management and Advanced Certificate of Training and Assessment and other professional certifications in varied specializations.


Elsie Low is a HR Practitioner with over 25 years of experience. She has specific experience and strength in talent acquisition, human resource development, compensation and benefits development, payroll administration and management, talent management, employee communication and relations. She is a visionary and performance focused professional. Coupled with that, she has excellent business acumen with strong work ethics.

Elsie has worked in various multi-national and local SMEs and in different sectors such as manufacturing, electronics, construction, engineering and oil & gas. Her span of responsibility and experience are spent in various regional and leadership roles across different regions in ASEAN, Australia, China and Middle East.

Elsie graduated with a Bachelor Degree in Human Resource and a MBA in Finance. She also possesses the Certificate in Workplace Basics from Fairwork Commission Australia and an Advanced Certificate of Training and Assessment (ACTA).

She is currently one of the trainers for HRSINGAPORE's HR Certification Courses.


Noel Khng has more than 20 years’ experience in the Human Resources field working for the Shell Group of Companies. He has taken on roles as a generalist as well as specialist roles in Recruitment, Staff Administration, Industrial Relations, HR Information Systems and Learning and Development.

He also worked as the Group HR Manager for Mewah International Inc., one of the largest palm oil refiners and traders in the world, headquartered in Singapore with 3 refineries in Malaysia and marketing offices in China, Australia, Russia, Rumania, Poland, Brazil and Argentina. Leading a team of 28 HR professionals, he was charged with setting the overall direction for HR policies and practices across the Mewah Group.

By way of academic achievements, Noel holds a Master’s of Science (UK) majoring in HRM and a Diploma in Industrial Relations. He also successfully completed the Advanced Certificate in Training and Assessment (ACTA).

Noel is currently one of the trainers for HRSINGAPORE's HR Certification Courses.


Susan Fong brings with her more than 20 years of working experience in the field of Human Resource Management and Development. Her experience spans across industries like telecommunications, market research, information technology and healthcare. She was holding managerial positions in various organisations and her last position was Senior Manager, Learning and Development, in a local large organisation.

Susan conducts various programmes, ranging from personal development to leadership. She has conducted programmes on Leadership Development, Competency-Based Interview and teambuilding. She is also certified as a DISC Behavioural Consultant, NLP Practitioner and WSQ-ESS programme facilitator.

Having been in the role of a Senior Human Resource Practitioner with management responsibilities, Susan has leadership and facilitation experience. As such, she is able to share and impart her knowledge and experience in areas like interviewing skills, performance management and people management. She has conducted numerous training sessions for organisations such as ACNielsen Research, Tan Tock Seng Hospital, Parkway Health, Starhub, Sanmina-SCI, John Wiley and Sons, NTUC First Campus, DTZ, Jurong Port and more.

Her passion lies in being able to contribute to improving the competencies of her participants through interactive sessions. She firmly believes that competent people make a big and positive difference to the organisation. Susan is currently one of the trainers for HRSINGAPORE's HR Certification Courses.

Susan holds a Bachelor of Business in Business Administration (Distinction Award) and also a Graduate Diploma in Personnel Management (Bronze Award). She is also certified in Advanced Certificate in Training and Assessment (ACTA).


Bernard Tay has over 20 years' experience in human resource development and management in both private and public sector experience. He has worked as a regional manager in renowned American and Japanese global conglomerate. He has gained both local and international experience, having working for diversified industries ranging from banking, aviation, telecommunication, education, electronics, and energy to medical sector. He has also worked in USA where he focused on staffing and organisational development.

Bernard has extensive experience conducting human resource management and development programmes to local and international participants from different organisations. He has acquired working knowledge and experience in developing employee handbook, job analysis, job evaluation, job description and design, employee orientation and organisational downsizing. In addition he has been a Senior Assessor for Singapore Quality Award and People Excellence.

Bernard graduated with a Bachelor of Arts majoring in Economics and an Upper Honours degree in Sociology from National University of Singapore (NUS) and subsequently obtained his Masters Degree in Education and Human Development from George Washington University, USA. He is also a certified Advanced Certificate Training and Assessment (ACTA) trainer.
